Google Tag Manager (GTM) is a tag management tool used to deploy other tags (for example analytics and marketing tags). GTM itself does not typically set cookies, but the tags deployed via GTM may set cookies as described below.
Google Search Console (GSC) is used by me to monitor site performance in Google Search. GSC does not place cookies on your device simply because it is used by the site owner.
